Firstly, for both builds, Pure AP and HV are possible. The difference between the two is that AP has the choice of evo, while HV has a higher damage for skills such as VK due to HV buff. HV can also take evo but the skills are AP based so there's not much point in this.
IMO, 4114 is not restricted to pvping only. I'm a 4114 Pure AP cat. If u can kill the monster before it attacks you too many times, u will pot less, thus, there is no need to buy a lot of pots for 4114 build. Moreover, 4114 will have a lower DX and this is crucial IMO as you have a higher chance of dealing the required damage before you die (assuming if you dont have pots).
3124 allows you to crit and blk more. It prevents you from getting blks from monsters while you kill. However, do take note that cats have a high crit rate by nature. So that little bit more in LK may not be THAT significant. As for DA, you can always use DA eqs to replace and DA does not affect your attack in any manner, it only affects drilling for cats. 3124 gives you twice the amt of WT you have if you go 4114. WT is gd in some sort of way, you can carry more items arnd and stuff. However, there is always a bank and low WT is smth we can all get use to.
Some WT eqs are: Pharaoh set(completed with ankh pendent), myshop pouches, baby foxes(i rmb it adds wt), megalo pouch, poppuri MK2 etc. those from events =x
Ways to save on WT:
Don't do quests you know you can't finish atm
Keep heavy quest items in banks
Stones should be used or sold if possible
Try to use the pots dropped by the mobs, it will save you on the trips to pot shop
