That is definatly part of the portal, when games are put together at the base codeing that portal probably looks like a little dot. But after all the fancy stuff is put on with codeing then you get the portals that we all know and love, part of the code was probably in the wrong place causing the GIF or JPG to appear at the wrong place on the map.
