not entirely positive. I know the stats relate to the skills you can use in each faction, but i dont know how it effects exp lvls. i think i want 4163? or 2165? depending on how the levels carry into each individual stat. i hope someone knows what im talking about and can help explain this :P

Yes, that is true. Your Guardian would be able to learn 3 Power, 2 Magic, 5 Sense (And it'll be a Sense Guardian) and 4 Charm skills for example with that build.
