So I re-made my Raccoon and decided to go with HV. Do I HAVE to get Galder throw or could I max power blow? I kinda don't want to waste money... ;/ Either that or I just kill monsters without using skills?

You don't need either, but without one you'll kill things really slowly.
Power blow as an HV raccoon sounds kinda useless to me. I personally got galder throw and made it only level 2, its nice to have agaisnt Don and some of the "higher defense" lower monsters that might take you a while to kill (I had a gold set though so I only really needed Galder Throw lvl 2).
A friend of mine, with his first character, never got an attack skill until card strike.

Most people like me use attribute equipments or ask your friend to power level you until you can use great skills like card strike XD

Well, as long as your build graph has a 3 in Power, Power Blow won't be completely useless. And get a good weapon too. Of course attributed ones will render Power Blow useless unless you were an AP Raccoon.
And Galder throw doesn't use a lot of money. You can find that Galder you threw from the monsters you killed multiplied. Just pick up the piles they drop, and any extra lootyou can sell off to item girl. This should solve your "ammo" problem.
