You need a "WinZip" program in order to .zip your file. But I prefer "WinRAR" more. The reason .zip is recomended is because you can upload your "folder" into a 1-file "package". Check my profile and look at my simfiles for example.
HOWEVER, there is one simfile database website where you don't need your .zip file. Zenius-i-Vanisher.com is the best place and origanizes better~ I joined here to back up my simfile creations! :P (Same goes for FFR and "BemaniStyle".

Okay. Our thread's direction is going onto a different path... But to late now.
Anyway, you right-click your simfile folder and select "Add to Archive", and choose your "Archive Format" to "ZIP". You can rename your Archive/Zip name and click "OK". You can select a different location to place your .Zip by clicking "Browze" button.

Yes. The .zip-ed file should be in the place where you are zipping at, unless gone to the "Browze" button.
