If you mean the skill, I think you get it from the thing for thief master at the place for when you turn 3rd job.

You can't buy 3rd job skill cards from the 3rd job NPCs in the skill shrine, they are gotten through other ways.
"Poison Assault is obtained from quest: talk to Explorer Reina in Pyramid Dungeon 3 (details: Explorer Reina - Poisonous Crafts). Must have Shuriken Master lvl 1 or higher and Hide lvl 5 or higher. The quest is: 5 Formid Acid, 2 Brush and 5 Neurotoxin."
