Okay... soooooo, theres no guide for the event so I'll post what I know so far. (hope it helps? *hehehe...*
NPC's involved : Mermaid Marin, at coral beach in the middlish rightish part of the map? ><. Exchange NPC.
Princess Rosetta, at coral beach (bottom of the map). Gives quest. Needing : 3 tasty watermelon, 3 tasty red bean, 3 tasty mango. Obtained from Coward Craven's quest. Tasty Ice (5) is also needed, dropped from Hot Icicler.
Reward : Fruity Shaved Ice.
Clever Owl, at event garden. Gives quest. Needing : 5 Sweet Chocolates. Reward : Shaved Ice Deluxe
Mirabo Watty, at event garden. Gives out Party Invitation. One per day.
Compounder Paul, at event garden. Compounds Sweet Chocolate, needing 2 Sweet Milk and 2 Sweet Chocolate Powder which is excavated from Southwest Forest and Southeast Forest.
Coward Craven, at paradise (middle of the map next to skipper min). Gives monster quest, 15 Hot Iciclers. Location depends on your level. Reward : Shaved Ice Deluxe, 3 Tasty Watermelon, 3 Tasty Red Bean, 3 Tasty Mango.

You can only get a event equip every 2 days.
Go to Paradise and talk to Coward Craven, do his quest 8 times. (24 Tasty Watermelon, 3 Tasty Red Bean, 3 Tasty Mango.)
Then go to Event Garden, talk to Mirabo Watty everyday for 4 days, OR... have 3 accounts talk to her once on each then wait another day and talk to her again. (4 Party Invitations)
Go to Coral Beach, talk to Princess Rosetta. Finish her quest 8 times. (8 Fruity Shaved Ice)
FINALLY! Talk to Mermaid Marin, pick your equip.
This does help since the event NPCs are not marked this time for some strange reason.

Clever Owl is 20 cycles, but I'm not sure what the Shaved Ice Deluxe is for since Mermaid Marin needs the Fruity Shaved Ice from Rosetta.
Okay. FINALLY finished the Owl's quest. Zebree is right, the quest runs 20 times... (So that means 100+ of each milk and choco powders)
HOWEVER, I don't think theres a use to the Deluxe other than eating it as your pots. :X Can't believe the birds are this angry to pull that many times. X_X

I noticed that the sweet milk and the chocolate powder both have 0 wt and they are pots... interesting... anyways I would keep the deluxe because they might use it for a part 2 to this event or something in particular.... but if anyone has noticed that "Hero's Heart" item you get from the artist event was removed. I guess they decided not to use it. So they could removed the ice if we don't need it or just use it for pots..

thanks a lot every1 for helping, would like to ask few questions, The owl quest is useless? i mean do u get any event equips from the quest or just the pots? cause im short of time to waste to dig pots. And can any of u mention what quests exactly gives the event equips and after what cycle? thanks a lot again for the guide

There is no quest cycle that gives the equips. You have to get enough fruity shaved ice and party invitations and exchange them for the equips in blooming cora from the mermaid.
