Must be some incompatibilities with your computer. My patch speeds reach up to my max download(1.2mb/s) and have no problem at all.
Here's a quick idea. Get a torrent running and cap the download rate at about half of your total download, then run the patcher.

The same here, I have higher DL speed than 700 and it works fine.
