Does mingming evolve anywhere else yet or is that version universal still?

On the 7/09/08 patch notes it says : New level-based quests up to level 46 have been added. Does that include lvl 46 or stop at lvl 45?

Now my next question is why? (if you didn't read the last forum about this, we're talking about the no longer present Rabbit Tail/Bunny Tail item.) Is it honestly because it was attached to a pair of underwear? Once you equipped it you never saw the underwear, only the tail. I'd hate to think that that was the though process behind it. I
