You could go a lot faster simply by pressing the DOWN key faster after the rocket step. But to answer your question, that is a correct flash step.

No for obvious reasons. It's like saying "stop, let me hit you; it's annoying when you dodge my move!" I think it's annoying when my arrows miss an arme in an invisible dash, or when my arrows are relfected back at me by arme or other melee characters, but that is part of the game.
