Well i used a cash card a day ago and i was supposed to get those wings and stuff but i didnt seem to get those and my inventory didnt even change. can someone tell me the problem?

No zeke, the event is still going on. If you read the details for the 07/01/09 Patch it clearly says in the adjustments,
Players who recharge using an Ntreev Game Card will now receive Jin's Kanavan Cloak as well.
So yeah it's still available but it only works for the GC game card. Not for any others like UGC...
